Safety documents for demolition work in Queensland

Demolition brings together several of the risks the Regulation singles out. Section 291 of the Work Health and Safety Regulation 2011 (Qld) covers construction work that involves demolishing an element of a structure that is load-bearing or otherwise related to its physical integrity, that involves or is likely to involve disturbing asbestos, that involves structural alterations or repairs needing temporary support to prevent collapse, or that is carried out in an area where powered mobile plant moves. A SWMS is required before it starts (section 299).

Licences, notices and asbestos

A licence to carry out demolition work is required for demolition work as the Regulation defines it: work to demolish or dismantle a structure, or a part of a structure that is load-bearing or otherwise related to its physical integrity (section 143). Some jobs also need written notice to the regulator at least 5 days before work starts, including demolishing a load-bearing structure at least 6 m high, work with load-shifting machinery on a suspended floor and work involving explosives (section 142). The Demolition Work Code of Practice 2021 is an approved code in Queensland.

For demolition or refurbishment of a building constructed before 31 December 1989, and of some older structures and plant (minor or routine maintenance is not covered; see section 447), the business doing the work must get the asbestos register from the person who manages or controls the workplace before it starts (section 450). If there is no register, a competent person must inspect first, and asbestos is assumed where there is doubt (section 451). Removing more than 10 square metres of non-friable asbestos needs a class B or class A licence, and friable asbestos needs class A (sections 485 and 487).
