Safety documents for drone work in Queensland
The Work Health and Safety Act 2011 (Qld) and the Work Health and Safety Regulation 2011 (Qld) contain no drone-specific rules, so the general duties apply. A business must ensure, so far as is reasonably practicable, the health and safety of its workers and of other people put at risk by its work (section 19 of the Work Health and Safety Act 2011 (Qld)). In practice that means identifying hazards and controlling the risks before each flight job.
Aviation rules sit outside WHS law. The Civil Aviation Safety Authority (CASA) sets the rules for remote pilot licences, operator accreditation and drone registration, so check casa.gov.au before flying for business.
The WHS side still matters on site. If the job is part of construction work, a SWMS is required before the work starts (section 299 of the Work Health and Safety Regulation 2011 (Qld)) where the work:
- involves a risk of falling more than 2 m, such as roof or edge access (s 291(a));
- is carried out on or near energised electrical installations or services (s 291(k));
- is carried out in an area where powered mobile plant is moving (s 291(o)).
Overhead lines matter for flight planning too: a business must ensure, so far as is reasonably practicable, that no person, plant or thing at the workplace comes within an unsafe distance of an overhead electric line, and if that is not reasonably practicable it must conduct a risk assessment (s 13, Electrical Safety Regulation 2026 (Qld)).
