Safety documents for scrap recycling work in Queensland
Scrap yards combine moving plant, heavy loads, cutting and hot work, noise and mixed materials. Day-to-day yard work is usually not construction work, so the SWMS rule (s 299) applies only when a job is, for example, dismantling a structure (s 289(1)) and involves an item in s 291. Otherwise you still have to manage the risks, and written risk assessments and safe work procedures are a practical way to show how each task is controlled.
Rules that come up in scrap recycling work
Guarding: where guarding controls plant risks, it must generally be a permanently fixed barrier if access is not needed during operation, maintenance or cleaning, or an interlocked barrier if it is (s 208). That matters for balers and shears.Mobile plant and forklifts: manage the risks of overturning, collisions and things falling on the operator (s 214), and use a warning device where plant could collide with pedestrians or other plant (s 215). A forklift truck, other than an order-picking forklift truck, is a licensed class of high risk work (Schedule 3, item 24), and you must see written evidence of the licence (s 85).Noise: the exposure standard is an eight-hour equivalent level of 85 dB(A) or a peak level of 140 dB(C) (s 56). Where workers are required to wear hearing protection because noise exceeds that standard, audiometric testing must be provided (s 58).
