Safety documents for painting work in Queensland
Painting looks low risk until you count the ladders, scaffolds and chemicals. When painting is construction work (section 289 of the Work Health and Safety Regulation 2011 (Qld) includes alteration, renovation, repair and maintenance of a structure, but not testing, maintenance or repair work of a minor nature), section 291 makes it high risk construction work if it involves a risk of falling more than 2 m, disturbs or is likely to disturb asbestos (for example, sanding or scraping a surface that contains asbestos), or is carried out in an area that may have a contaminated or flammable atmosphere. Section 299 then requires a SWMS before the work starts.
Ladders and chemicals
Ladders are the everyday risk. A ladder (other than a trestle ladder) used for construction work must have a load rating of at least 120 kg and be manufactured for industrial use, and a single or extension ladder must in general be set at 70 to 80 degrees to the horizontal and, when it is a temporary means of access to a surface, extend at least 1 m above it (section 306M). Section 306K limits what work may be done from a single or extension ladder.
Some paints, thinners and cleaners are hazardous chemicals. For a hazardous chemical you must obtain the current safety data sheet from the manufacturer, importer or supplier (section 344, which has limited exceptions) and keep a register of hazardous chemicals at the workplace (section 346). The Spray Painting and Powder Coating Code of Practice 2021 is an approved code in Queensland.
