Safety documents for tower crane work in Queensland
Tower crane work combines height, heavy loads and powerlines. Where it is construction work, section 291 of the Work Health and Safety Regulation 2011 (Qld) makes it high risk if it involves a risk of falling more than 2 m, is carried out in an area where powered mobile plant moves, or is carried out on, in or adjacent to a road in use by traffic other than pedestrians. A SWMS is then required before the work starts (section 299).
Licences, registration and powerlines
Using a tower crane needs a high risk work licence for the tower crane class (or the self-erecting tower crane class), and dogging and rigging have their own classes in schedule 3 (section 81). Before directing or allowing a worker to do licensed work, you must see written evidence of the licence (section 85).
Tower cranes, including self-erecting tower cranes, are listed in schedule 5 for design and plant registration (sections 243 and 246), and the person managing or controlling a registered tower crane must ensure a major inspection is carried out as section 235 sets out. Near overhead lines, section 13 of the Electrical Safety Regulation 2026 (Qld) requires you to ensure, so far as is reasonably practicable, that no person, plant or thing comes within an unsafe distance. The Tower Crane Code of Practice 2017 is an approved code in Queensland.
