Safety documents for plant and equipment in Queensland

The person with management or control of plant at a workplace must manage risks to health and safety (section 203 of the Work Health and Safety Regulation 2011 (Qld)). For powered mobile plant that includes the risks of the plant overturning, things falling on the operator, the operator being ejected and collisions (s 214). A competent person must carry out maintenance, inspection and, if necessary, testing (s 213), and the plant designs and items listed in Schedule 5 must be registered (ss 243 and 246).

Operating a tower crane, a slewing mobile crane, a non-slewing mobile crane with a capacity over 3 t, a vehicle loading crane of 10 metre tonnes or more, a forklift truck, a concrete placing boom, or a boom-type EWP with a boom of 11 m or more needs a high risk work licence (s 81, Schedule 3), and you must see written evidence of it before directing or allowing a worker to do the work (s 85). Dogging, rigging and other crane types have their own classes.

Construction work in an area where powered mobile plant is moving is high risk construction work (section 291(o) of the Work Health and Safety Regulation 2011 (Qld)), so a SWMS is required before it starts (section 299).
