Safety documents for arborists and tree work in Queensland
Felling, climbing and pruning a tree is often not construction work on its own, and then a safe work method statement (SWMS) is not legally required for it. Clearing vegetation as site preparation for a construction project can be construction work (s 289(2)(g) of the Work Health and Safety Regulation 2011 (Qld)), and it is high risk construction work if it involves a risk of falling more than 2 m or is carried out on or near energised electrical installations (s 291), in which case section 299 requires a SWMS. Either way, tree work is hazardous, and a written SWMS, risk assessment and rescue plan are the practical way to show how each job is controlled.
Rules that come up in tree work
Powerlines: overhead electric lines have exclusion zones set out in the Electrical Safety Regulation 2026 (Qld) (s 10 and schedule 2). Tree work near lines needs a plan that keeps people, plant and falling limbs clear of them.Elevated work platforms: use of a boom-type elevating work platform where the boom length is 11 m or more is a licensed class of high risk work (Schedule 3, item 21), and you must see written evidence of the licence (s 85).
