Safety documents for electrical work in Queensland
Electrical safety in Queensland sits mainly under the Electrical Safety Act 2002 (Qld) and the Electrical Safety Regulation 2026 (Qld). The Work Health and Safety Act 2011 (Qld) does not apply to the extent the Electrical Safety Act applies (schedule 1, section 4). That Act’s primary duty is to run your business in a way that is electrically safe (section 30). Performing or supervising electrical work needs an electrical work licence, with some exceptions (section 55), and a business that performs electrical work needs an electrical contractor licence (section 56).
Where the WHS Regulation still matters
On construction work, section 291 of the Work Health and Safety Regulation 2011 (Qld) treats work on or near energised electrical installations or services, and work with a risk of falling more than 2 m, as high risk construction work. A SWMS is required before it starts (section 299).
Near powerlines, section 13 of the Electrical Safety Regulation 2026 (Qld) requires you to ensure, so far as is reasonably practicable, that no person, plant or thing comes within an unsafe distance of an overhead electric line, and to do a risk assessment and apply consistent controls where that is not reasonably practicable. Distances are in schedule 2, so read the schedule rather than rely on memory. Sections 14 and 15 cover underground lines.
