Safety documents for solar panel work in Queensland
Solar jobs combine roof work with electrical work. Construction work with a risk of falling more than 2 m, or that is carried out on or near energised electrical installations or services, is high risk construction work under section 291(a) and (k) of the Work Health and Safety Regulation 2011 (Qld), so a SWMS is required before it starts (section 299). For fall controls, section 306D covers falls of 3 m or more in housing construction (2 m or more in other construction work) and construction work on any roof steeper than 26 degrees: prevent the fall, or arrest it if prevention is not practicable. Section 306C covers lower falls and roofs at 26 degrees or less.
Under the Electrical Safety Act 2002 (Qld), electrical work includes installing, testing, replacing, repairing, altering or maintaining electrical equipment or an installation, with some exclusions (s 18). A person must not perform or supervise it without an electrical work licence that authorises it (s 55), and a business that does electrical work needs an electrical contractor licence (s 56), subject to the exceptions in those sections. If you are unsure whether a task counts, ask the Electrical Safety Office. Near overhead electric lines, a business must ensure, so far as is reasonably practicable, that no person, plant or thing comes within an unsafe distance; if that is not reasonably practicable, a risk assessment is required (s 13, Electrical Safety Regulation 2026 (Qld)).
