Safety documents for waste and recycling work in Queensland
Collecting waste, sorting recyclables, servicing septic tanks and running a scrap yard are not usually construction work, so a safe work method statement (SWMS) is only legally required for high risk construction work (ss 291 and 299 of the Work Health and Safety Regulation 2011 (Qld)), such as dismantling a structure (s 289). Otherwise you still have to manage the risks, and a written SWMS or safe work procedure is a practical way to control hopper, compactor, tanker and sorting line hazards.
Rules that come up in waste and recycling
Mobile plant: manage the risks of powered mobile plant, including collisions with pedestrians (s 214), and use a warning device where plant could collide with pedestrians or other plant (s 215).Confined spaces: tanks, pits and similar spaces can be confined spaces. A worker must not enter one until the confined space division has been complied with (s 65), and entry in or near a confined space is high risk construction work if it is also construction work (s 291(f)).Guarding: where guarding controls plant risks, it must generally be a permanently fixed barrier, or an interlocked barrier if access is needed during operation, maintenance or cleaning (s 208). That matters for balers, compactors and sorting lines.Heavy vehicles: each party in the chain of responsibility for a heavy vehicle must ensure, so far as is reasonably practicable, the safety of its transport activities (s 26C of the Heavy Vehicle National Law).
