Safety documents for civil construction work in Queensland
Civil jobs often stack high risk parts. Section 291 of the Work Health and Safety Regulation 2011 (Qld) lists construction work that is in or near a trench deeper than 1.5 m (g), involves a risk of falling more than 2 m (a), is on or near energised electrical installations or services (k), is on, in or next to a road in use by traffic (n) or is in an area where powered mobile plant is moving (o). A SWMS is required before such work starts (section 299), and on a construction project a copy goes to the principal contractor (section 301).
Rules to plan around
- Before excavation starts, the person with management or control of the workplace must take all reasonable steps to get current underground essential services information (s 304).
- For a trench at least 1.5 m deep, secure the work area from unauthorised access so far as is reasonably practicable and support every side by shoring, benching or battering, unless a geotechnical engineer advises in writing that the sides are safe from collapse (s 306).
- Work in the Schedule 3 classes, such as dogging, rigging, crane operation, forklift trucks and boom-type EWPs with a boom of 11 m or more, needs a high risk work licence (s 81); you must see written evidence of it (s 85).
- Near overhead electric lines, ensure, so far as is reasonably practicable, that no person, plant or thing comes within an unsafe distance; if that is not reasonably practicable, a risk assessment is required (s 13, Electrical Safety Regulation 2026 (Qld)).
