Safety documents for asbestos work in Queensland

Construction work that involves, or is likely to involve, the disturbance of asbestos is high risk construction work under section 291(d) of the Work Health and Safety Regulation 2011 (Qld), so a SWMS must be prepared before it starts (section 299). Asbestos is also tightly regulated beyond the SWMS:

  • A business that commissions asbestos removal must make sure a licensed asbestos removalist does the work (s 458). The exceptions are 10 m² or less of non-friable asbestos (with its associated dust or debris) and minor contamination, which a competent person trained under s 445 can handle.
  • Removing friable asbestos needs a class A licence (s 485). Removing more than 10 m² of non-friable asbestos needs a class B or class A licence (s 487).
  • A licensed removalist prepares an asbestos removal control plan (s 464) and gives the regulator written notice at least 5 days before starting (s 466), with limited emergency exceptions.
  • The person with management or control of a workplace (other than domestic premises) must keep an asbestos register (s 425, with limited exceptions) and, where asbestos is or may be present, a written asbestos management plan (s 429).
