Safety documents for earthmoving work in Queensland

Earthmoving puts trenches, heavy mobile plant, buried services and overhead lines on the same site. Work connected with an excavation is construction work (s 289(2)(f)), and a SWMS must be in place before high risk construction work starts (s 299). Items of s 291 that commonly apply include work in or near a trench or shaft deeper than 1.5 m (g), on or near energised electrical installations or services (k), and in areas where powered mobile plant moves (o).

Rules that come up in earthmoving work

  • Underground services: before excavation starts, the person with management or control of the workplace must take all reasonable steps to get current underground essential services information and give it to anyone they engage to do the excavation work (s 304).
  • Trenches: for a trench at least 1.5 m deep, the work area must be secured against unauthorised access so far as is reasonably practicable, and all sides must be supported by shoring, benching or battering unless a geotechnical engineer gives written advice that the sides are safe from collapse (s 306).
  • Mobile plant: manage the risks of overturning, operator ejection, things falling on the operator and collisions (s 214). Plant must not collide with pedestrians or other plant, with a warning device where a collision is possible (s 215).
  • Electric lines: the Electrical Safety Regulation covers overhead lines (s 13) and underground lines (ss 14 and 15), including risk assessments where work risks contact.
