Safety documents for communications work in Queensland

Communications work means towers and poles, cable pits and trenches, ceiling spaces and roadside work. Section 291 of the Work Health and Safety Regulation 2011 (Qld) lists construction work carried out on a telecommunication tower as high risk, along with work that involves a risk of falling more than 2 m, work in or near a trench deeper than 1.5 m, work on or near energised electrical installations or services, and work on, in or adjacent to a road or other traffic corridor in use by traffic other than pedestrians. A SWMS is required before that work starts (section 299).

Cables, power and licences

Before excavation starts, the person with management or control of the workplace must take all reasonable steps to get current underground essential services information (section 304). The Electrical Safety Regulation 2026 (Qld) also requires a risk assessment and consistent controls where work risks contact with an underground electric line (section 15). Installing or repairing telecommunications cabling is one of the exceptions to the electrical work licence requirement (section 55(3)(a) of the Electrical Safety Act 2002 (Qld)), so check what your task covers. A boom-type elevating work platform with a boom length of 11 m or more needs a high risk work licence (section 81 and schedule 3).
