Safety documents for concreting work in Queensland

Concreting can bring in several items from section 291 of the Work Health and Safety Regulation 2011 (Qld): tilt-up or precast concrete (m), a risk of falling more than 2 m at slab edges and formwork (a), and areas where powered mobile plant such as trucks and pumps is moving (o). Construction work involving any of these needs a SWMS before it starts (section 299). Under Schedule 3, rigging tilt slabs falls in the intermediate rigging class of high risk work licence, and concrete placing booms have their own licence class.

Silica dust

Cutting, grinding or drilling concrete with a power tool can release respirable crystalline silica. Chapter 8A covers processing a crystalline silica substance, meaning material that contains at least 1% crystalline silica. Processing must be controlled (s 529C): use at least one control such as wet dust suppression, on-tool extraction or local exhaust ventilation, and give respiratory protective equipment to anyone still at risk (s 529B). Before processing starts you assess whether it is reasonably likely to risk anyone’s health and record that in writing (s 529CA). High risk processing needs a silica risk control plan (s 529CB), which a SWMS can stand in for if the processing is also high risk construction work and the SWMS covers the same ground.
