About this template
Suits security and communications installers fitting CCTV cameras, recorders and cabling in homes, shops, offices and industrial sites. It follows the job from site survey and access set-up through mounting, cable runs, terminations and commissioning to handover. Mains wiring and entry to ceiling spaces are covered by separate SWMS.
A SWMS is legally required when the work is high risk construction work, such as work with a risk of a fall of more than 2 m (WHS Regulation sections 291 and 299). CCTV installation is not high risk by itself, so no box is pre-ticked: tick the falls box if a person could fall more than 2 metres (for example from an elevating work platform or pole), asbestos if it could be disturbed, and any other item that applies. Otherwise this document works as a written safe work procedure or task risk assessment.

What Is Covered In Our CCTV Camera Installation SWMS?
The job steps run in the order the work is done, from pre-start checks to finishing up. The hazards and controls include:
- Falls from ladders, step platforms and EWPs
- Dropped tools and cameras striking people below
- Contact with overhead power lines near poles and eaves
- Drilling into hidden cables, pipes and asbestos
- Silica dust from drilling masonry
- Heat, insulation fibres and stings in ceiling spaces
- Mains-powered recorders and power supplies
- Cuts from cable stripping and cutting
- Overloaded power points and leads
- Trips over cables in public areas
High Risk Construction Work
No high risk construction work items (WHS Regulation 2011 (Qld) s 291) are pre-ticked, because this work is not high risk construction work by itself. Tick the items that apply to your job, such as a fall risk of more than 2 metres or work where powered mobile plant is moving.
Licences, Training and Competency
- General construction induction training card (white card) for construction work, and site induction
- Electrical work licence for any mains wiring or hard-wired mains connection (Electrical Safety Act 2002 s 55); mains work is outside this SWMS
- Cabling registration for communications cabling where it is required; confirm the requirement before the job
- Operator licence or verification of competency for any elevating work platform used; a high risk work licence if it is a boom-type EWP with a boom length of 11 m or more (WHS Regulation Sch 3 item 21)
- Training in ladder and step platform use, and in working near overhead power lines
- Asbestos awareness training (WHS Regulation s 445) for workers who may do asbestos-related work
- Crystalline silica training where the dust assessment finds drilling high risk (WHS Regulation s 529CD)
