About this template
For insulation installers, builders and renovators who fit batts and sheets in ceilings, walls and floors. It follows the job from the building and electrical risk checks and isolation through access, working on the framing and fitting around downlights and cables, to cutting and handling fibres, walls and floors, heat, and clean-up. Blown-in and underfloor insulation, and entering a ceiling space in general, are covered by separate SWMS.
Installing ceiling insulation is high risk construction work here because a person could fall more than 2 metres through the ceiling lining and the work is on or near energised electrical installations or services, since some cables can stay live even when the installation is switched off at the switchboard (WHS Regulation sections 291(a), 291(k) and 299; Electrical Safety Regulation 2026 sections 31 to 46), so those two items are ticked. Tick others that apply, such as artificial extremes of temperature when the roof space is beside hot plant or gets extremely hot, or asbestos if it may be disturbed.

What Is Covered In Our Insulation Installation SWMS?
The job steps run in the order the work is done, from pre-start checks to finishing up. The hazards and controls include:
- Falling through the ceiling lining
- Contact with energised cables and downlight transformers
- Metal staples and conductive insulation near live wiring
- Insulation covering downlights and flues and causing fire
- Disturbing asbestos in old ceilings and insulation
- Heat illness in a hot roof space
- Glass fibre skin, eye and throat irritation
- Falls from ladders and through floor joists
- Cuts from knives, nails and sharp edges
- Heavy bales and awkward postures
- Working alone with delayed rescue
- Re-energising circuits with people in the roof space
High Risk Construction Work
These high risk construction work items (WHS Regulation 2011 (Qld) s 291) are already ticked because they are part of this work. Tick any others that apply to your job:
- Involves a risk of a person falling more than 2m
- Is carried out on or near energised electrical installations or services
Licences, Training and Competency
- General construction induction training card (white card) for construction work, and the site or owner induction (WHS Regulation s 316)
- Training for every worker who installs ceiling insulation in assessing the electrical risk of the installation (Electrical Safety Regulation 2026 s 40); keep a training record
- Licensed electrical contractor to inspect, test and certify the existing wiring in the ceiling structure before electrically conductive ceiling insulation is installed (Electrical Safety Regulation 2026 ss 44 and 45); a licensed electrician to test circuits and for any other electrical work, such as moving or altering cables, downlights or transformers (Electrical Safety Act 2002 ss 18 and 55)
- Competent person to inspect the ceiling framing for rot, termite damage, sagging and cut members before a platform is laid
- Training in the safe use of ladders and working platforms, and in the fall controls for the job (WHS Regulation ss 78 and 79)
- Asbestos awareness training so crews recognise suspect ceiling, wall or floor materials, stop work and report them; workers the business reasonably believes may be involved in asbestos removal work or asbestos-related work also need the asbestos identification, safe handling and control measures training that WHS Regulation s 445 requires (any asbestos work has a separate SWMS)
- Respirator fit-check training for workers who wear respirators
- First aid equipment, facilities and trained first aiders (or access to them) as the work needs (WHS Regulation s 42), including heat illness first aid
- Schedule 3 of the WHS Regulation has no high risk work licence class for installing insulation or working in a ceiling space; a licence is needed only for plant used on the job, such as a boom-type elevating work platform with a boom of 11 m or more (item 21)
