About this template
Suits machine shops, fabricators, toolrooms, maintenance workshops, schools and training colleges that use knee-type, bed-type or CNC milling machines. It follows the job in order: planning, pre-start checks, work holding, cutter fitting, manual milling, CNC proving and cycles, coolant and swarf, adjusting and fault clearing, and shut-down. Lathes (see the Lathe SWMS) and welding or grinding at the machine need separate SWMS.
Milling in a workshop is not high risk construction work, so no item is pre-ticked and a SWMS is required by law only for high risk construction work (WHS Regulation s 299). If the machine is used as part of construction work, tick the reg 291 items that apply. Otherwise the document works as a written safe work procedure and task risk assessment that you tailor to your machine.

What Is Covered In Our Milling Machine SWMS?
The job steps run in the order the work is done, from pre-start checks to finishing up. The hazards and controls include:
- Entanglement in the rotating cutter and spindle
- Contact with the cutter during adjusting and measuring
- Missing or by-passed guards and interlocks
- Flying chips and cutter breakage
- Cuts from sharp cutters and hot swarf
- Work piece coming loose in the vice or fixture
- Heavy vice and work piece lifting
- CNC axis motion and crash with the door open
- Cutting fluid, oil mist and skin disease
- Fine metal dust and fire from swarf
- Noise from heavy cuts
- Starting the machine by mistake during clearing
High Risk Construction Work
No high risk construction work items (WHS Regulation 2011 (Qld) s 291) are pre-ticked, because this work is not high risk construction work by itself. Tick the items that apply to your job, such as a fall risk of more than 2 metres or work where powered mobile plant is moving.
Licences, Training and Competency
- Operator trained and assessed as competent on the particular milling machine (manual, or CNC with its control), covering guarding, work holding, cutter fitting, speeds and feeds, and the emergency stop (no high risk work licence class applies to a milling machine)
- Instruction in the maker’s isolation and lockout procedure for the machine
- Training in CNC program proving and first-off runs for anyone who sets up or runs a CNC mill
- Competent person to inspect, maintain and test the machine, its guards and its interlocks (WHS Regulation s 213)
- Training in the hazardous chemicals used (cutting fluids, oils, solvents: SDS read) and in the PPE chosen
- Trained first aider available, with first aid provided as s 42 of the WHS Regulation requires
- Site induction, and a general construction induction training card (white card) where the machine is on a construction site
