About this template
Suits shade structure installers, landscapers, builders and handyman businesses who fit shade sails to homes, schools, childcare centres and commercial sites. It covers planning and fixing points, post holes and footings, erecting posts, work at height, hoisting and tensioning the sail, work near power lines and pools, and handover.
Installing a shade sail is construction work. It is high risk construction work, so a SWMS is required before it starts (WHS Regulation s 299), when anyone could fall more than 2 metres (s 291(a)); that item is ticked because sail fixing points are commonly higher than that. A low sail where no fall of 2 metres is possible is not high risk by itself, and this document then works as a written safe work procedure and task risk assessment. Tick the other items the job involves: energised electrical installations or services, a shaft or trench deeper than 1.5 metres, powered mobile plant, work in or near water with a risk of drowning (for example over or beside a swimming pool, s 291(q)), and the contaminated atmosphere item (s 291(l)) when drilling creates silica dust, as the approved silica code advises.

What Is Covered In Our Shade Sail Installation SWMS?
After the standard pre-start checks, the job steps run from “Plan the installation and check the site and the structures” to “Final check, handover and clean up”. The hazards and controls include:
- Falls from ladders, step platforms and EWPs
- Falls of more than 2 metres from tall posts and fixing points
- Contact with overhead power lines and service drops
- Striking underground services when digging post holes
- Posts falling or blowing over before the concrete sets
- Cables and hardware failing and whipping under tension
- The sail catching the wind
- Drilling into walls and fascia that hide cables, pipes or asbestos
- Drowning risk beside a swimming pool
- Open post holes
- Silica dust from drilling masonry
- Heat, UV and noise
High Risk Construction Work
These high risk construction work items (WHS Regulation 2011 (Qld) s 291) are already ticked because they are part of this work. Tick any others that apply to your job:
- Involves a risk of a person falling more than 2m
Licences, Training and Competency
- General construction induction training card (white card) for construction work, and the site induction
- Installers trained and assessed as competent in the shade sail system’s installation method, including tensioning, with the engineer’s or manufacturer’s design on site
- Competent person, for example an engineer, to confirm the design of posts, footings and fixing points, and that any existing building or structure can carry the sail loads
- High risk work licence for the boom-type elevating work platform class where an EWP with a boom length of 11 m or more is used; no licence class applies to scissor lifts or shorter booms, but operators must be trained and assessed as competent on the model
- Training in using and inspecting ladders, step platforms and fall arrest harnesses, and in platform rescue for EWP work
- Spotter briefed on the power line distances and hand signals
- Crystalline silica training (VET accredited course or training approved by the regulator) where the dust assessment finds drilling high risk
- At least one worker trained in first aid, and a first aid kit on site
