About this template

Suits carpenters, metal fabricators, builders and balustrade installers who fit steel or timber balustrades and handrails on stairs, balconies and decks. It follows the job from the drawings and fixing checks through edge protection, drilling and anchoring, positioning heavy panels and handrails, to inspection and handover.

Balustrade and handrail installation is construction work but not high risk construction work by itself, so no item is pre-ticked. Tick the fall item (WHS Regulation s 291(a)) when a person could fall more than 2 metres, which is common on balconies and upper decks, the energised electrical item when working near overhead lines or services, the contaminated atmosphere item when drilling creates silica dust, as the approved silica code advises, and the powered mobile plant item when a crane or forklift works in the area. Glass-only systems and stair construction need separate SWMS.

What Is Covered In Our Balustrade and Handrail Installation SWMS?

After the standard pre-start checks, the job steps run from “Plan the work, check the drawings and inspect the fixing surface” to “Remove temporary protection, clean up and hand over”. The hazards and controls include:

  • Falls from balcony, deck and stair edges
  • Falls from ladders, platforms and scaffolds
  • Objects falling onto people below
  • Lifting heavy steel and timber panels
  • Panels toppling or catching the wind
  • Contact with overhead power lines
  • Drilling into cables or post-tensioned slabs
  • Silica dust from drilling concrete
  • Saw and grinder contact and kickback
  • Welding fume and fire from hot work
  • Noise from drilling and grinding
  • A loose or wrongly spaced finished balustrade

High Risk Construction Work

None of the high risk construction work items (WHS Regulation 2011 (Qld) s 291) are pre-ticked, because this job is not high risk construction work by itself. Tick any that apply on your site.
