About this template

Suits workshops, welding and fabrication shops, warehouses, trade vehicles and any business that holds oxygen, acetylene, argon, LPG and other cylinders. It follows the work in order: identifying the gases and planning the store, receiving and inspecting cylinders, moving them, loading and transporting them, storage, connecting regulators and hoses, using and changing cylinders, preventing asphyxiation, responding to leaks and fire, and returning empties. Hot work and LPG delivery need their own SWMS.

Handling gas cylinders is not high risk construction work by itself, so no item is pre-ticked and a SWMS is required by law only for high risk construction work (WHS Regulation s 299); otherwise the document works as a written safe work procedure and task risk assessment that you tailor to your gases and store. If the work is part of construction work, tick the reg 291 items that apply, for example the items for chemical, fuel or refrigerant lines, or an area that may have a contaminated or flammable atmosphere.

What Is Covered In Our Gas Cylinder Handling SWMS?

After the standard pre-start checks, the job steps run from “Identify the gases and plan the cylinder store” to “Inspect the equipment and return empty or defective cylinders”. The hazards and controls include:

  • Cylinders falling, rolling and valves knocked off
  • Gas leaks at regulators, hoses and connections
  • Fire and explosion from ignition sources near cylinders
  • Oxygen enrichment and fuel gas mixed with oxidising gas
  • Asphyxiation in pits, cellars and confined spaces
  • Cylinders heated in vehicles or by fire
  • Loading and securing cylinders in vehicles
  • Manual handling and crush injuries moving cylinders
  • Damaged, unlabelled and out-of-test cylinders
  • Worn regulators and hoses
  • Cold burns from refrigerated liquefied gas
  • Gas store layout, signs and fire protection

High Risk Construction Work

None of the high risk construction work items (WHS Regulation 2011 (Qld) s 291) are pre-ticked, because this job is not high risk construction work by itself. Tick any that apply on your site.

Licences, Training and Competency

  • Information, training and instruction in handling, storing and using the gases on site, the cylinder equipment and the emergency response, suited to the work and the controls in place (WHS Regulation ss 39 and 363(2)); no high risk work licence class covers handling cylinders by hand
  • High risk work licence for the forklift truck class if a forklift moves cylinder cages or pallets (Schedule 3 item 24), and the crane and dogging classes if a crane lifts them (separate SWMS for the lift)
  • Driver licence for the class of vehicle, and instruction in the dangerous goods rules for the load for anyone who carries cylinders
  • Gas work licence or authorisation for installing, altering, repairing, servicing or testing a gas system; for a gas device (type A) connecting or disconnecting a cylinder to an existing fitting or device is not an offence under the licence rule (s 726(4)), but s 727 for a gas device (type B) has no matching exception, so check with a gas work licence holder before connecting or disconnecting a cylinder on commercial or industrial gas equipment (Petroleum and Gas (Production and Safety) Act 2004 ss 725 to 727)
  • Competent person to inspect cylinders, regulators, hoses and fittings and to arrange periodic inspection and testing (WHS Regulation s 224)
  • Trained in using the fire extinguishers and in the evacuation and gas leak procedures, with first aid training that covers burns and cold burns (WHS Regulation ss 42 and 43)
  • Site induction, and a general construction induction training card (white card) only if the cylinder handling is part of construction work
