About this template
Suits tyre fitters, plant workshops, depots and civil contractors who change large earthmover tyres at workplaces under the WHS Act. It follows the work from planning and isolating the machine through deflation, wheel removal, tyre handler use, rim checks, inflation and wheel refit. Mines and quarries covered by the mining safety Acts are outside it.
Earthmover tyre fitting is not high risk construction work by itself, so a SWMS is legally required under WHS Regulation s 299 only when a high risk construction work item in s 291 applies; otherwise it works as a written safe work procedure or task risk assessment. If the work is part of high risk construction work, tick the reg 291 items that apply; the document has none pre-ticked.

What Is Covered In Our Earthmover Tyre Fitting SWMS?
After the standard pre-start checks, the job steps run from “Plan the job and set up the work area” to “Pack up, remove locks and return the machine to service”. The hazards and controls include:
- Explosive separation of rim and lock ring
- Tyre blowout and overinflation
- Machine falling from a jack or stands
- Unexpected machine movement or start-up
- Tyre handler tip-over and dropped tyres
- Crush between tyre, handler and machine
- Heavy rim components and manual handling
- Cuts and pinch from rim parts and lock rings
- Damaged or mismatched rim parts
- Hearing damage from air release and impact tools
- Wheel loosening after refit
- Other plant entering the work area
High Risk Construction Work
None of the high risk construction work items (WHS Regulation 2011 (Qld) s 291) are pre-ticked, because this job is not high risk construction work by itself. Tick any that apply on your site.
Licences, Training and Competency
- Training and competence in earthmover tyre fitting, including inflation and rim assembly, from the tyre or machine maker or a registered training provider
- Tyre handler operator trained and assessed as competent on the machine type and attachments used
- Site induction and the site’s permit and lockout procedures
- Spotter briefed on hand signals, exclusion zones and the line of the tyre rim
- No high risk work licence class applies to tyre fitting or tyre handlers; a crane or hoist lift (a separate SWMS) needs the Schedule 3 class for that crane or hoist
